According to Blogger's Known Issues, they are aware of it and are working on a fix. Apparently it is a widespread problem.

Yep, mine's been out too!
Mine was gone. So I went to delete it, didn't though, just changed something on the setting and now it's back. That was quite scary!

I have been having the same problem, but it always comes back if I close out the blog and then open it again! I haven't been on my blog for a few days, but the list was back today!
